Abstract
There are several things that the General Election Commission can do on behalf of the country so that the General Election of Regional Heads can run simultaneously as desired, namely clean and healthy. This study is a normative juridical study with a statutory approach. From the results of the research there is a legal vacuum that requires the General Election Commission to conduct socialization, voter education, and public participation in the 2020 simultaneous regional head elections during the Covid-19 pandemic. However, it does not include the threat of sanctions for not carrying out these activities. The resulting conclusion is that political education for voters at the Concurrent Regional Head Election during the Covid-19 pandemic is very important to be implemented, as an effort to realize Strong State Sovereign Voters. The resulting recommendation was the making of legal rules regarding the obligation to implement political education for voters in the 2020 Concurrent Regional Head Elections during the Covid19 pandemic as an effort to realize Strong State Sovereign Voters along with the threat of sanctions for election organizers in a law to intensify political education for voters ahead of Election is an effort to create sovereign voters in the next Election along with the technical rules regarding sanctions for election administrators in a Law. The community needs to be encouraged to be actively involved in updating population data to the relevant agencies that handle population administration.
