Abstract
This study examines the effect of private investment and government capital expenditures to increase in GDP, employment and well-being of the four counties on the island of Madura (Bangkalan, Sampang, Pamekasan, Sumenep). Ex post facto research methods, quantitative techniques through observation, interviews and documentaries. The processed data is secondary data derived from government agencies over the five year period 2002 to 2006, Path analysis model Analisys. The results showed; (1) private investment gain significant positive effect on GDP, meaning whenever there is increase in private investment led to an increase in the GDP gain of four districts on the island of Madura. (2) Private investment significant positive effect on labor absorption. This means that whenever there is increase in private investment will increase employment four counties on the island of Madura. (3) government capital spending significant positive effect on GDP gain of four districts on the island of Madura. (4) the government's capital spending is positive but not significant effect on the absorption of labor. It means the government capital spending has very little direct influence on labor absorption. The results of this study support the hypothesis rejects the fourth. (5) GDP Added significant positive effect on labor absorption four counties on the island of Madura. (6) Added GDP is not significant positive effect on the welfare of society. The results of this study support the hypothesis rejected. (7) Uptake of labor is not a significant negative effect on welfare. This means that the increase in employment is not always followed by an increase in the welfare of the people of four districts on the island of Madura.
