Abstract

Kawasan Flyover Waru, Sidoarjo, merupakan titik jenuh dengan tingkat kepadatan lalu lintas yang sangat tinggi. Kondisi eksisting menunjukkan kinerja simpang yang sangat kritis, terutama pada pendekat Utara (arah Surabaya) dengan nilai derajat kejenuhan (DS) mencapai 1,847 dan tundaan sebesar 1.604,6 det/smp. Masalah ini dipicu oleh volume kendaraan yang tidak sebanding dengan kapasitas jalan serta tingginya hambatan samping akibat aktivitas pasar di sekitar simpang. Pada penelitian ini menganalisis kinerja simpang bersinyal menggunakan pengumpulan data primer dan sekunder. Analisis dilakukan berdasarkan Pedoman Kapasitas Jalan Indonesia (PKJI) 2023. Parameter utama yang dievaluasi meliputi derajat kejenuhan (DS), panjang antrean, dan tingkat tundaan. Sebagai langkah perbaikan, dilakukan simulasi optimasi melalui modifikasi geometrik dan penyesuaian durasi sinyal. Skenario yang diterapkan meliputi pelebaran pendekat Utara menjadi 20 m dan pendekat Selatan menjadi 16 m, serta sinkronisasi ulang waktu siklus lampu lalu lintas. Hasil implementasi skenario menunjukkan peningkatan kinerja yang signifikan; nilai DS berhasil diturunkan ke rentang 0,659 (di bawah ambang batas ideal 0,85) dan tundaan tereduksi drastis hingga 33,1 det/smp. Penelitian ini menyimpulkan bahwa kombinasi pelebaran jalan dan optimasi waktu hijau sangat efektif dalam menciptakan arus lalu lintas yang lebih efisien pada titik jenuh tersebut.

This study aimed to analyze the performance of the signalized intersection in the Waru Flyover area, Sidoarjo, which has a very high traffic density. The research methodology used primary and secondary data collection analyzed based on the 1997 MKJI and 2023 PKJI guidelines with parameters of degree of saturation (DS), queue length, and delay. The results of the study indicated a very critical existing condition on the North approach (from the direction of Surabaya) with a DS value reaching 1.847 and a delay of 1,604.6 sec/smp, which is triggered by the high volume of vehicles and side obstacles due to market activities. As a solution, optimization was carried out through a scenario of widening the width of the North approach to 20 m and the South approach to 16 m, as well as adjusting the traffic light cycle time. The implementation of this scenario succeeded in significantly improving the intersection performance by reducing the DS value to the range of 0.659–0.714 (below the threshold of 0.85) and reducing the delay to 33.1 sec/smp. In general, this study concluded that road geometric modifications and signal duration optimization are highly effective in increasing efficiency and creating ideal traffic flow conditions at these saturation points.
