Abstract
Wilayah Surabaya Utara merupakan kawasan pesisir yang secara rutin mengalami bencana banjir tahunan akibat kombinasi faktor alam dan aktivitas manusia. Penelitian ini bertujuan untuk memetakan sebaran lokasi kerentanan banjir, menentukan tingkat kerentanannya, serta mengidentifikasi parameter fisik yang paling dominan mempengaruhi banjir di wilayah tersebut menggunakan Sistem Informasi Geografis (SIG). Metode penelitian dilakukan dengan mengintegrasikan lima parameter fisik utama, yaitu: ketinggian (elevasi), kemiringan lahan, curah hujan, tutupan lahan, dan jarak dari sungai (buffer sungai). Data yang digunakan bersumber dari Digital Elevation Model (DEM), Citra Landsat-8 untuk analisis tutupan lahan, peta Rupa Bumi Indonesia (RBI) skala 1:25.000, dan data curah hujan tahunan. Penentuan tingkat kerentanan dilakukan melalui teknik skoring, pembobotan, dan overlay menggunakan perangkat lunak ArcGIS. Hasil penelitian menunjukkan bahwa wilayah Surabaya Utara terbagi menjadi empat kelas kerentanan banjir, yaitu: sangat tidak rentan, cukup rentan, rentan, dan sangat rentan. Berdasarkan analisis spasial, ditemukan bahwa faktor yang paling dominan menyebabkan tingginya kerentanan banjir di wilayah ini adalah elevasi tanah yang sangat rendah (1–3 meter), kemiringan lahan yang sangat datar (0–2%), serta dominasi tutupan lahan berupa pemukiman padat yang mencapai 73,46% dari total luas wilayah.

North Surabaya is a coastal region that routinely experiences annual flooding caused by a combination of natural factors and human activities. This research aims to map the distribution of flood-vulnerable locations, determine the levels of vulnerability, and identify the most dominant physical parameters influencing flood events in the region using Geographic Information Systems (GIS). The research methodology integrates five primary physical parameters: elevation, land slope, rainfall, land cover, and river buffer. Data sources include the Digital Elevation Model (DEM), Landsat-8 imagery for land cover analysis, the 1:25,000 Surabaya Topographic Map (RBI), and annual rainfall data. The vulnerability levels were determined through scoring, weighting, and overlay techniques using ArcGIS software. The results indicate that North Surabaya is classified into four flood vulnerability classes: very low vulnerability, moderately vulnerable, vulnerable, and highly vulnerable. Based on the spatial analysis, the most dominant factors contributing to high flood vulnerability in this region are the very low elevation (1–3 meters), the extremely flat land slope (0–2%), and the dominance of land cover by dense residential areas, which account for 73.46% of the total area.
