Abstract
Sistem performansi karyawan dan manajemen anggaran merupakan dua komponen yang saling berkaitan dalam mendukung tata kelola institusi yang akuntabel, transparan, dan efisien. Namun, sering kali terhambat oleh permasalahan klasik, yakni proses penilaian kinerja yang masih manual dan kurang objektif, serta pengelolaan anggaran yang terfragmentasi sehingga rawan terjadi kesalahan pencatatan (human error) maupun manipulasi data. Selain itu, kurangnya transparansi dalam alur penggunaan. Penelitian ini bertujuan mengembangkan sistem informasi berbasis web yang terintegrasi, dengan fokus utama pada pemantauan kinerja SDM dan manajemen anggaran. Pengembangan sistem dilakukan dengan metode Design Science Research Methodology (DSRM), meliputi tahapan identifikasi masalah, perancangan solusi, pengembangan artefak, hingga evaluasi kinerja sistem. Perancangan arsitektur sistem dimodelkan menggunakan standar Unified Modeling Language (UML). Hasil penelitian menunjukkan bahwa sistem yang dikembangkan mampu meningkatkan efektivitas tata kelola dengan menjamin keterbukaan informasi anggaran serta objektivitas dalam penilaian kinerja SDM. Melalui fitur anggaran dan log aktivitas yang transparan, sistem ini berhasil meminimalkan risiko kesalahan administrasi serta mendukung terciptanya mekanisme audit internal yang lebih akuntabel dan pengambilan keputusan strategis yang berbasis data.

Employee performance and budget management systems are two interrelated components that support accountable, transparent, and efficient institutional governance. However, they are often hampered by classic problems, namely a manual and less objective performance appraisal process, and fragmented budget management, which is prone to human error and data manipulation. Furthermore, there is a lack of transparency in the user flow. This research aims to develop an integrated web-based information system, with a primary focus on HR performance monitoring and budget management. System development was conducted using the Design Science Research Methodology (DSRM) method, encompassing the stages of problem identification, solution design, artifact development, and system performance evaluation. The system architecture design was modeled using the Unified Modeling Language (UML) standard. The results show that the developed system is able to improve governance effectiveness by ensuring transparency of budget information and objectivity in HR performance assessment. Through transparent budgeting and activity log features, this system successfully minimizes the risk of administrative errors and supports the creation of more accountable internal audit mechanisms and data-driven strategic decision-making.
