Abstract

Tarif tol adalah salah satu faktor kunci yang mempengaruhi penggunaan jalan tol di Indonesia. Khususnya dalam studi kasus Gempol – Proboliggo, tarif tol ini memiliki dampak yang signifikan terhadap mobilitas dan keputusan pengguna jalan. Analisis Willingness to Pay (WTP) dan Ability to Pay (ATP) merupakan alat penting untuk memahami sejauh mana pengguna bersedia membayar akses tol. Penelitian ini menggunakan metode kuantitatif dengan regresi probit dengan Ability to Pay sebagai variabel dependen dan preferensi tarif tol, biaya transportasi, pendapatan per-bulan serta tujuan berpergian sebagai variabel independen. Dari hasil penelitian variabel alasan, biaya transportasi, tujuan berpergian mempunyai pengaruh signifikan terhadap Ability to Pay pada penggunaan Jalan Tol Gempol – Probolinggo dengan empat skema penyesuaian harga. Willingnes to Pay didapatkan pada tol Gempol – Probolinggo melalui empat skema tarif pada penelitian ini yaitu, tarif (-) 25 % dari harga tarif, (+) 25 % dari tarif normal, dan tarig (+) 50 % dari tarif normal dengan peningkatan harga dihasilkan Willingness to Pay rata-rata sebesar Rp. 709.48.

Toll rates are one of the key factors influencing toll road usage in Indonesia. Especially in the Gempol – Probolinggo case study, these toll rates have a significant impact on road users’ mobility and decisions. Willingness to Pay (WTP) and Ability to Pay (ATP) analysis are important tools to understand the extent to which road users are willing to pay for toll access. This study uses a quantitative method with probit regression with ability to pay as the dependent variable and toll rate preferences, transportation costs, monthly income and travel purposes as independent variables. From the results of the study, the variables of reasons, transportation costs, and travel purposes have a significant influence on the ability to pay for the use of the Gempol – Probolinggo toll road with four price adjustment schemes. Willingness to pay was obtained on the Gempol – Probolinggo toll road through four tariff schemes in this study, namely, tariff (-) 25% of the tariff price, normal tariff, tariff (+) 25% of the normal tariff and tariff (+) 50% of the normal tariff with an increase in price resulting in an average willingness to pay of Rp 709.48.
