Abstract

Keselamatan lalu lintas merupakan komponen penting dalam penyelenggaraan transportasi jalan, terutama pada ruas arteri dengan volume kendaraan tinggi. Ruas Jalan Mastrip di Kota Surabaya berfungsi sebagai penghubung kawasan pendidikan, perdagangan, dan permukiman, namun memiliki tingkat kecelakaan yang relatif tinggi sehingga memerlukan evaluasi keselamatan secara komprehensif. Penelitian ini bertujuan menganalisis karakteristik kecelakaan, mengidentifikasi faktor penyebab berdasarkan kondisi eksisting, serta merumuskan upaya peningkatan keselamatan. Data yang digunakan meliputi inventarisasi perlengkapan dan geometrik jalan untuk menganalisis aspek geometri, survei kecepatan sesaat (spot speed) untuk menganalisis kecepatan operasional (P85), Pandang Henti (JPH) dan Jarak Pandang Menyiap (JPM), data kecelakaan dari kepolisian periode 2019–2024 untuk analisis Diagram Collision. Hasil menunjukkan bahwa kecelakaan dipengaruhi kombinasi faktor manusia dan prasarana. Secara fisik, ditemukan rambu tertutup atau rusak, marka memudar, bahu jalan disalahgunakan, serta kondisi perkerasan dan drainase yang kurang optimal. Survei kecepatan operasional (P85) berada pada kisaran 40,94–60,27 km/jam, dengan nilai tertinggi pada sepeda motor (60,27 km/jam) dan mobil (59,42 km/jam). Perbedaan kecepatan antar kendaraan meningkatkan potensi konflik lalu lintas. Perhitungan Jarak Pandang Henti (JPH) menunjukkan kebutuhan 49,53–87,57 m, sedangkan Jarak Pandang Menyiap (JPM) mencapai 191,95–294,15 m, yang belum sepenuhnya terpenuhi oleh kondisi eksisting sehingga memperbesar risiko tabrakan depan–belakang dan depan–depan.

Traffic safety is an important component in road transportation, especially on arterial roads with high vehicle volumes. The Mastrip Road section in Surabaya City serves as a link between educational, commercial, and residential areas, but has a relatively high accident rate, requiring a comprehensive safety evaluation. This study aims to analyze accident characteristics, identify contributing factors based on existing conditions, and formulate safety improvement measures. The data used includes an inventory of road equipment and geometry to analyze geometric aspects, spot speed surveys to analyze operational speed (P85), stopping sight distance (JPH) and approach sight distance (JPM), and accident data from the police for the 2019–2024 period for collision diagram analysis. The results show that accidents are influenced by a combination of human and infrastructure factors. Physically, it was found that there were covered or damaged signs, faded markings, misuse of road shoulders, and suboptimal pavement and drainage conditions. The operational speed survey (P85) ranged from 40.94 to 60.27 km/h, with the highest values for motorcycles (60.27 km/h) and cars (59.42 km/h). Differences in speed between vehicles increase the potential for traffic conflicts. The calculation of Stopping Sight Distance (JPH) shows a requirement of 49.53–87.57 m, while the Preparatory Sight Distance (JPM) reaches 191.95–294.15 m, which is not fully met by existing conditions, thereby increasing the risk of rear-end and head-on collisions.
