Abstract

Kurangnya kepatuhan dalam pengisian RME oleh tenaga kesehatan di RSPGD berdampak pada masalah kualitas layanan. Beberapa faktor yang berkontribusi terhadap rendahnya kepatuhan pengisian RME oleh tenaga kesehatan ini meliputi: dukungan organisasi yang kurang optimal, motivasi tenaga kesehatan yang rendah, serta ketidaklengkapan dan ketidakjelasan SOP RME. Penelitian ini bertujuan untuk menganalisis pengaruh dukungan organisasi, motivasi, dan kelengkapan SOP RME terhadap kepatuhan pengisian RME secara parsial dan simultan serta faktor yang paling berpengaruh terhadap kepatuhan pengisian RME oleh tenaga kesehatan di RSPGD. Jenis penelitian ini adalah kuantitatif. Metode pengambilan sampel menggunakan purposive sampling yaitu sebanyak 75 orang tenaga kesehatan di RSPGD. Indikator yang digunakan yaitu: dukungan organisasi, motivasi, kelengkapan SOP RME, dan kepatuhan pengisian RME. Metode pengumpulan data dalam penelitian ini dilakukan dengan angket (kuesioner) menggunakan skala likert 1-5. Pengujian instrument penelitian dilakukan dengan uji regresi logistik meliputi: uji validitas dan reliabilitas, uji asumsi, uji hipotesis menggunakan uji Wald (uji parsial) dan uji Likelihood Ratio (uji simultan), uji kecocokan model (Goodness of Fit), dan Pseude R-Square. Hasil penelitian ini menunjukkan bahwa secara parsial, dukungan organisasi berpengaruh signifikan terhadap kepatuhan pengisian RME (nilai koefisien regresi sebesar 1,121 dengan nilai signifikansi 0,006), motivasi berpengaruh signifikan terhadap kepatuhan pengisian RME (nilai koefisien regresi sebesar 3,286 dengan nilai signifikansi 0,000), Kelengkapan SOP RME berpengaruh signifikan terhadap kepatuhan pengisian RME (nilai koefisien regresi sebesar 0,256 dengan nilai signifikansi 0,004). Secara simultan, dukungan organisasi, motivasi, dan kelengkapan SOP RME berpengaruh signifikan terhadap kepatuhan pengisian RME. Hal ini ditunjukkan oleh nilai Chi-Square sebesar 52,703 dengan tingkat signifikansi 0,000 (p < 0,05) pada uji Model Fitting Information. Motivasi merupakan faktor yang paling dominan mempengaruhi kepatuhan pengisian RME. Hal ini ditunjukkan oleh nilai koefisien regresi yang paling besar yaitu 3,286, dibandingkan dengan variabel dukungan organisasi (1,121) dan kelengkapan SOP RME (0,256). Kesimpulan dalam penelitian ini yaitu semua hipotesis diterima sehingga semakin besar dukungan organisasi, motivasi, dan kelengkapan SOP RME maka semakin tinggi pula kecenderungan tenaga kesehatan untuk mematuhi prosedur pengisian RME.

The lack of compliance in filling out the RME by healthcare workers at RSPGD has an impact on service quality issues. Several factors contributing to the low compliance in filling out the RME by healthcare workers include: less than optimal organizational support, low motivation of healthcare workers, and incomplete and unclear SOP RME. This study aims to analyze the influence of organizational support, motivation, and completeness of SOP RME on compliance with filling out the RME partially and simultaneously and the factors that most influence compliance with filling out the RME by healthcare workers at RSPGD. This type of research is quantitative. The sampling method used purposive sampling, namely 75 healthcare workers at RSPGD. The indicators used are: organizational support, motivation, completeness of SOP RME, and compliance with filling out the RME. The data collection method in this study was carried out by questionnaire using a Likert scale of 1-5. The research instrument testing was conducted using logistic regression tests including: validity and reliability tests, assumption tests, hypothesis tests using the Wald test (partial test) and Likelihood Ratio test (simultaneous test), model fit tests (Goodness of Fit), and Pseud R-Square. The results of this study indicate that partially, organizational support has a significant effect on compliance with RME filling (regression coefficient value of 1.121 with a significance value of 0.006), motivation has a significant effect on compliance with RME filling (regression coefficient value of 3.286 with a significance value of 0.000), Completeness of RME SOP has a significant effect on compliance with RME filling (regression coefficient value of 0.256 with a significance value of 0.004). Simultaneously, organizational support, motivation, and completeness of RME SOP have a significant effect on compliance with RME filling. This is indicated by the Chi- Square value of 52.703 with a significance level of 0.000 (p <0.05) in the Model Fitting Information test. Motivation is the most dominant factor influencing compliance with RME filling. This is indicated by the largest regression coefficient value, namely 3.286, compared to the organizational support variable (1.121) and the completeness of the RME SOP (0.256). The conclusion in this study is that all hypotheses are accepted, meaning that the greater the organizational support, motivation, and completeness of the RME SOP, the higher the tendency of health workers to comply with the RME filling procedure.
