Penerapan Manajemen Risiko di Bidang Pelayaran Dinas Perhubungan Provinsi Daerah Khusus Jakarta

This study discusses the application of risk management in the shipping sector managed by the Jakarta Special Region Provincial Transportation Agency, with a primary focus on the types of errors in the licensing process for service businesses in the shipping sector and an analysis of the implementation of risk management carried out by related agencies. Based on the results of field studies and document reviews, various technical, administrative, and legal errors were found in the licensing process, such as incomplete, invalid documents, data manipulation, and anomalies of companies misusing business permits. To address these potential risks, the Jakarta Special Region Provincial Transportation Agency has implemented a series of risk management policies, including digitalization of the licensing process through the OSS (Online Online Shopping), strengthening SOPs, periodic audits, and the formation of a special monitoring team. However, the implementation of risk management still faces obstacles such as limited human resources, technology gaps, and weak integration of the monitoring system. This study recommends strengthening governance, improving officer competency, and developing an integrated digital system to prevent errors and increase accountability in the shipping licensing process. Thus, the implementation of risk management is expected to support the creation of safe, orderly, and integrated water transportation in the Jakarta area.
