Analisis Penerapan Metode Earned Value Management (EVM) dalam Evaluasi Kinerja Proyek Konstruksi Rumah Sakit "X"

Evaluasi kinerja proyek merupakan salah satu upaya untuk mengetahui kesesuaian antara perencanaan dan pelaksanaan proyek, terutama dari aspek waktu dan biaya. Penelitian ini bertujuan untuk menganalisis kinerja waktu dan biaya pada Proyek Pembangunan Gedung Rumah Sakit X di Kabupaten Sidoarjo menggunakan metode Earned Value Management (EVM). Metode penelitian yang digunakan adalah kuantitatif dengan pendekatan studi kasus. Data yang digunakan merupakan data sekunder berupa Kurva S, laporan progres mingguan, Rencana Anggaran Biaya (RAB), dan Harga Satuan Pokok Kegiatan (HSPK) Kabupaten Sidoarjo Tahun 2025. Analisis dilakukan menggunakan tiga indikator utama EVM, yaitu Planned Value (PV), Earned Value (EV), dan Actual Cost (AC), dengan nilai AC dihitung berdasarkan pendekatan estimasi biaya menggunakan HSPK. Hasil analisis pada minggu ke-19 menunjukkan nilai PV sebesar Rp14.043.382.923,43, nilai EV sebesar Rp11.848.046.658,10, dan nilai AC sebesar Rp26.861.569.130,76. Kondisi EV lebih kecil dari PV menunjukkan bahwa proyek mengalami keterlambatan pelaksanaan sebesar 15,63% dari rencana, sedangkan kondisi AC lebih besar dari EV menunjukkan terjadinya pembengkakan biaya (over budget) sebesar 125,48%. Hasil tersebut diperkuat oleh nilai Schedule Performance Index (SPI) sebesar 0,84 (<1) dan Cost Performance Index (CPI) sebesar 0,4 (<1). Dengan demikian, dapat disimpulkan bahwa hingga minggu ke-19 proyek mengalami keterlambatan pelaksanaan sekaligus pembengkakan biaya sehingga diperlukan pengendalian yang lebih efektif terhadap aspek waktu dan biaya untuk meningkatkan kinerja proyek.

Project performance evaluation is one way to determine the alignment between project planning and implementation, particularly in terms of time and cost. This study aims to analyze the time and cost performance of the “X” Hospital Building Construction Project in Sidoarjo Regency using the Earned Value Management (EVM) method. The research method used is quantitative with a case study approach. The data used are secondary data in the form of S Curve, weekly progress reports, Budget Plan (RAB), and Unit Price of Main Activities (HSPK) of Sidoarjo Regency in 2025. The analysis was carried out using three main EVM indicators, namely Planned Value (PV), Earned Value (EV), and Actual Cost (AC), with the AC value calculated based on the cost estimation approach using HSPK. The results of the analysis in the 19th week showed a PV value of Rp14,043,382,923.43, an EV value of Rp11,848,046,658.10, and an AC value of Rp26,861,569,130.76. The condition of EV being smaller than PV indicates that the project experienced a delay in implementation of 15.63% from the plan, while the condition of AC being greater than EV indicates a cost overrun (over budget) of 125.48%. These results are supported by a Schedule Performance Index (SPI) of 0.84 (<1) and a Cost Performance Index (CPI) of 0.4 (<1). Therefore, it can be concluded that up to week 19, the project experienced implementation delays and cost overruns, necessitating more effective time and cost controls to improve project
performance.
