Abstract

Pembangunan infrastruktur ketenagalistrikan, khususnya Gardu Induk PLN di Kawasan
Industri Terpadu Batang (KITB), sangat bergantung pada akses jalan yang handal untuk
mobilisasi alat berat dan material konstruksi. Studi ini bertujuan merencanakan desain
geometrik dan struktur perkerasan jalan yang optimal guna menjamin kelancaran operasional
jangka panjang. Metodologi penelitian ini meliputi analisis data topografi, Lalu Lintas Harian
Rata-rata (LHR) dan nilai kekuatan tanah dasar (CBR). Perencanaan geometrik (alinyemen
horizontal dan vertikal) disusun mengacu pada standar Bina Marga, sedangkan analisis struktur
perkerasan menggunakan metode AASHTO 1993 dengan mempertimbangkan parameter CBR
tanah dan akumulasi beban gandar standar (ESAL) selama umur rencana 20 tahun. Dari hasil
analisis menetapkan perkerasan kaku (rigid pavement) sebagai solusi paling efektif untuk
menahan beban kendaraan berat di kawasan tersebut. Struktur perkerasan yang direncanakan
menggunakan pelat beton setebal 300 mm dengan mutu beton (f'c) = 30 MPa di atas lapisan
pondasi bawah. Secara geometrik, desain trase jalan, jari-jari tikungan, kelandaian memanjang,
kemiringan melintang, serta jarak pandang henti telah memenuhi persyaratan teknis untuk
meminimalkan pekerjaan tanah sekaligus menjamin keselamatan pengguna. Perencanaan ini
dipergunakan untuk menyediakan akses infrastruktur yang tahan lama dan fungsional, sehingga
mendukung keberlanjutan operasional Gardu Induk PLN di Kawasan Industri Batang secara
maksimal.

The development of electricity infrastructure, particularly the PLN Substation in the Batang Integrated Industrial Estate (KITB), heavily relies on reliable road access for the mobilization of heavy equipment and construction materials. This study aims to design the optimal geometric and road pavement structures to ensure long-term operational smoothness. The research methodology includes the analysis of topographic data, Average Daily Traffic (ADT), and subgrade strength values (CBR). The geometric design (horizontal and vertical alignments) is developed in reference to Bina Marga standards, while the pavement structure analysis utilizes the AASHTO 1993 method, considering soil CBR parameters and equivalent single axle load (ESAL) accumulation over a 20-year design life. Based on the analysis results, rigid pavement is determined as the most effective solution to withstand heavy vehicle loads in the area. The planned pavement structure utilizes a 300 mm thick concrete slab with a concrete compressive strength of (f'c) = 30 MPa over a subbase layer. Geometrically, the road alignment design, curve radii, longitudinal grades, cross slopes, and stopping sight distances comply with technical requirements to minimize earthwork while ensuring user safety. This design is utilized to provide durable and functional infrastructure access, thereby maximizing the operational sustainability of the PLN Substation in the Batang Industrial Estate.
