Abstract
Kemacetan lalu lintas di pusat Kota Sidoarjo disebabkan adanya kendaraan parkir di badan jalan atau On street parking. Titik lokasi on street parking di Pusat Kota Sidoarjo diantaranya di Jalan Gajah Mada, Jalan Sisingamangaraja, Jalan K.H Mukmin, Jalan Mojopahit, Jalan Sunandar Priyo Sudarmo dan Jalan Diponegoro. Perencanaan Penataan parkir di pusat Kota Sidoarjo digunakan untuk menata on street parking dengan menggunakan perhitungan karakteristik parkir dan menganalisis dampak on street parking terhadap kinerja ruas jalan dengan menggunakan Pedoman Kapasitas Jalan Indonesia (PKJI, 2023). Hasil penelitian didapatkan kebutuhan satuan ruang parkir (SRP) Jalan Gajah Mada 212 SRP, Sisingamangaraja 140 SRP, KH Mukmin 64 SRP, Mojopahit 60 SRP, Sunandar Priyo Sudarmo 153 SRP dan Diponegoro 108 SRP dari hasil penataan parkir dengan pembangunan tempat parkir di sisi barat Jalan Gajah Mada sebanyak 110 SRP dan sisi timur sebanyak 343 SRP sehingga kebutuhan parkir terpenuhi. Nilai VC Ratio pada kondisi eksisting jalan Gajah 0,58 LOS C, Jalan Sisingamangaraja 0,45 LOS C, Jalan KH Mukmin 0,78 LOS D , Jalan Mojopahit 0,77 LOS D, Jalan Sunandar Priyo Sudarmo 0,77 LOS D dan Jalan Diponegoro 0,76 LOS D. Setelah dilakukan penataan parkir VC Ratio menjadi berkurang untuk Jalan Gajah Mada 0,54 LOS C, Jalan Sisingamangaraja 0,39 LOS B, Jalan KH Mukmin 0,71 LOS C, Jalan Mojopahit 0,73 LOS C, Jalan Sunandar Priyo Sudarmo 0,74 LOS C dan Jalan Diponegoro 0,74 LOS C.

Traffic congestion in the center of Sidoarjo City is caused by vehicles parked along the roadway, or on-street parking. On-street parking locations in central Sidoarjo include Gajah Mada Street, Sisingamangaraja Street, K.H. Mukmin Street, Mojopahit Street, Sunandar Priyo Sudarmo Street, and Diponegoro Street. Parking Arrangement Planning in the center of Sidoarjo City is used to organize on-street parking by using parking characteristic calculations and analyzing the impact of on-street parking on road performance using the Indonesian Road Capacity Guidelines (PKJI, 2023). The results of the study obtained the need for parking space units (SRP) on Gajah Mada Street 212 SRP, Sisingamangaraja 140 SRP, KH Mukmin 64 SRP, Mojopahit 60 SRP, Sunandar Priyo Sudarmo 153 SRP and Diponegoro 108 SRP from the results of parking arrangements with the construction of parking lots on the west side of Gajah Mada Street as many as 110 SRP and the east side as many as 343 SRP so that parking needs are met. The VC Ratio value in the existing condition of Gajah Street is 0.58 LOS C, Sisingamangaraja Street 0.45 LOS C, KH Mukmin Street 0.78 LOS D, Mojopahit Street 0.77 LOS D, Sunandar Priyo Sudarmo Street 0.77 LOS D and Diponegoro Street 0.76 LOS D. After the parking arrangement, the VC Ratio has decreased for Gajah Mada Street 0.54 LOS C, Sisingamangaraja Street 0.39 LOS B, KH Mukmin Street 0.71 LOS C, Mojopahit Street 0.73 LOS C, Sunandar Priyo Sudarmo Street 0.74 LOS C and Diponegoro Street 0.74 LOS C.
